A bit of an update on this project...
First of all, the economic turmoil since the last update of this thread led to the breakup of Torode, who was the developer ( see this thread for a story on this:
http://www.calgaryheritage.org/CHIForum/vi ... .php?t=886 ). One of the partners, Cushman Wakefield, picked up the project and is proceding with plans. The project proceded to Council in February 2009 and got "first reading" only, with a Council order to investigate the interface with Stampede "back of house" operations immediately to the south. As a result of this, Changes will be required and that means another trip to CPC on May 13, a new public hearing of Council possibly on July 5 2010. See the news article linked below.
Smell buffer urged for condo plan near Stampede
By Jason Markusoff, Calgary Herald April 24, 2010
A $1.1-billion condo and office development could peacefully coexist with the Calgary Stampede's future livestock barns and truck-parking site, but the developer and Stampede should take measures to limit odour and noise problems, a new report says. Read more:

From the May 10 2010 report to Council (see the City website Council agenda for that date):
The “Ramsay Exchange Project” comprises a higher density mixed use residential, commercial and office development located on a 8.44 hectare (20.85 acre) site that interfaces directly with lands being developed by the Calgary Exhibition and Stampede and commonly, referred to as the Stampede Back-of-House site. On 2009 February 10 following the public hearing, Council gave first reading to Bylaw 5P2009 and Bylaw 22D2009 to redesignate the subject site and directed that a Development Impact Study be prepared by a consultant to evaluate the interface between the Ramsay Exchange Project and the Stampede Back-of-House site. Brown and Associates Planning Group was commissioned to prepare this study, and a copy is attached with this report. The Development Impact Study introduces new information concerning municipal legislation and development impacts that were neither considered by Council nor available to the public for comment at the 2009 February 10 public hearing... (hence the need for a new public hearing)
