The Rivers District Community Revitalization Plan, going to City Council on April 16 (2007), contains information and a table and map of historic sites, beginning on page 56 of the pdf. i. Historic Buildings – Current State

There are a number of buildings in the Rivers District that have been either designated under the Historical Resources Act or are included in the City of Calgary Inventory of Potential Heritage Sites. Some of the buildings have been restored while others require extensive restoration and renovation.

Recent downtown development proposals have incorporated historic
buildings into the projects retaining either the entire building or significant
portions of the building. Table 6 provides a listing of the historic buildings in the Rivers District and their designation status.

City-owned historic buildings in East Village include the Simmons building,
King Edward Hotel, St Louis Hotel and the Hillier Block. The other historical
buildings in East Village are privately owned.

The East Village area has also been the subject of an analysis of
archaeological potential (prior to European contact). The plan area was rated as having low to moderate potential for the presence of deeply buried archaeological resources.

The Beltline area includes the Warehouse District which is a concentration of brick and sandstone former industrial buildings in the northern portion of the community. Many of these buildings have been restored and are actively being re-used. Designated buildings in the area include Fairey Terrace and Dafoe Terrace Apartments, Victoria Sandstone School and the Victoria Bungalow School. Other significant buildings include the Westbourne Church (within the Stampede area), the Enoch Sales House and the Curtis Block.

The Rundle Ruins are a unique site with remnants of the first General
Hospital and an associated open space area. Other buildings are listed in
Table 6.

The East Downtown area contains several historic buildings and many have been restored in the past such as the old Fire Hall No. 1 and City Hall. The York Hotel and St Regis Hotel buildings are proposed to be incorporated into the new Encana development north of 7 Avenue SE. The Royal Canadian Legion No. 1 building on the same block will be built around. Other East Downtown historic buildings have been adapted to new uses and incorporated into larger developments such as the Burns Building and Calgary Public Building in the EPCOR Centre for Performing Arts.

j. Heritage Resources – Redevelopment Measures

Protection of heritage resources may be accomplished through a number of means from bonusing provisions in land use bylaws, tax incentives,
Community Revitalization Levy funding, and designation under the Historical Resources Act. The Proposed Centre City Plan advocates that the City ”serve as a role model for the adaptive re-use of City owned heritage buildings and excellence in maintenance and restoration.” A Heritage Resources Master Plan is under preparation for the Centre City.

Herald story about the East Village revitalization, August 2007.

The Simmons factory, located along the Bow River at 610 5th Ave. S.E., is one of four buildings in the area to be designated as municipal heritage sites. Other buildings are the St. Louis and King Edward hotels and the Hillier block.

Several East Village heritage buildings owned by the City through its East Village development arm, CMLC, go to Council's LPT committee on Jan 23 2008 for recommendation on heritage designation.

East Village buildings gain historic designation - except for King Eddy, which is on hold pending the gestation of certain proposals for re-using the building. See the article at the link:

Note: Designation of Simmons warehouse also delayed due to a technicality regarding pending subdivision of the property. Given first reading only. City re-issue of notice of intention to designate provides interim protection until this is sorted out.

East Village projects get council's OK
Calgary Herald Published: Wednesday, June 25, 2008

Three major projects in East Village -- from starting restoration on three heritage buildings to building the 4th Street S.E. underpass -- were approved Tuesday at an annual general meeting... (the projects include) $5.5 million for deferred maintenance on three heritage buildings -- the Hillier Block and the St. Louis and King Edward hotels...

St. Patrick's Bridge winner announced

The CMLC announced today that a Calgary company, and its Paris-based partner, will build the new pedestrian bridge linking St. Patrick's Island to the East Village development.

A plan submitted by Paris-based RFR and Calgary's Halsall Associates Ltd. beat out two other finalists in the competition to design the new crossing.

All three designs took into consideration their potential impact on the riverbank environment, as well as lighting. The winning design proposes a pedestrian-activated lighting system at night, providing safely and creating a dance of light across the bridge.
